How does internet wireless work with regards to the internet provider? - wireless internet prices

I know kind of how it works but I do not know what you pay for wireless Internet access.

For example, currently a standard set of Tiscalli broadband Internet. If I wanted to use my laptop off and on the Internet via Wi-Fi, I have to pay. When I am around the country, for example, is the United Kingdom and is connected, no doubt, the person / company that provides wireless Internet connection that has nothing to do with my account with Tiscali house.

I guess I wonder whether I should have two ISPs. One for home and a mobile for the internet.
